Abstract
Federal mandates surrounding projects include project end dates and inactivity. Mandates went into effect on 12-26-2014, yet we find that many locals are not familiar with the process and have projects lapsing. When projects lapse, funds are no longer available. The ever-changing political atmosphere in which locals work is a major contributor. As politics change, so do staff, and many are caught off guard when federal funds begin disappearing.
