Abstract
This session will address the battle community leaders face changing the existing mindset. City of Franklin Mayor Joe McGuinness and City Engineer Travis Underhill, P.E., will discuss the change and the process of gaining support from decision-making bodies. This presentation will include the trials and tribulations of the education and approval process, all the way to the supportive comments after two years of program implementation.
