Abstract

Cities and towns want to welcome highway travelers with gateway signs or aesthetics. Whether that’s part of a road project or a standalone proposal, a key to proper planning is understanding safety-based limitations on what can be placed on state ROW and where. Even off- ROW, there are laws governing nearby visible signage. We’ll cover INDOT’s Public Art and Landscaping Policy, FHWA’s role, and the federal Highway Beautification Act.
