Abstract
This presentation covers the City of Delphi’s process of planning for downtown revitalization and the urgency of the projects. The completion of the Hoosier Heartland Highway’s impact on the city and county has been a significant driving force. The balancing of current industry, tourism, downtown business, and opportunities for growth from the new highway have formed the direction for the plan for the Stellar Application. Those projects, coupled with the need to increase owner-occupied housing, improve downtown infrastructure, and create a state of the art preforming arts facility, partner very well with the Wabash & Erie Canal theme. The city’s goal is to use the arts as an economic development tool that will take advantage of its other rich quality of life assets.
