The financial burdens experienced by French Canadian colleges and universities outside the province of Quebec

Abstract

The purposes of this study were to determine whether administrators of French language institutions believe they experience extra costs associated with providing French language degree programs and to identify the factors thought by these administrators to contribute to French language colleges and universities' financial burdens. Another purpose was to determine whether French language Canadian colleges and universities outside Quebec are faced with higher costs on a proportional basis than those incurred by neighboring English language colleges and universities for the same programs. Two questionnaires were constructed and mailed. A questionnaire was sent to all of the chief administrators of the 10 Canadian French language and bilingual colleges and universities located outside Quebec asking them if they believe they experienced greater financial burdens than comparable English language institutions and if so, to indicate in order of importance those factors associated with their belief. A financial questionnaire was sent to the chief financial officer of an English language institution and a French language institution in one of the Canadian provinces other than Quebec. Bulletins, course catalogs, financial statements, and other materials were also obtained from these two institutions. The researcher found that all chief administrators of all of the Canadian French language and bilingual universities and colleges outside Quebec believe their institutions experience extra costs associated with providing French language programs and discovered three principal factors for this belief. The French-language institution in the cost comparative study experienced higher nonrestricted arts, sciences, and education instructional costs on a per student credit hour basis than the English language institution.
