Identification of key competencies of managers of training
Abstract
The purpose of this research is to identify the competencies required by Training Managers. Three expert panels made up of academics, employers, and practicing Training Managers participated in Nominal Group Technique sessions. The panels were asked to identify the background and skills Training Managers must have to be competent. They were asked to identify factors that distinguish competence from incompetence and the tasks that distinguish Training Managers from other managers. The study reviews the literature about the results and methods used in occupational analyses and competency studies, the effect of group processes on decision making, and the bias introduced by questions type and form. The study then compares the data from the experts who participated in the Nominal Group sessions with the literature.
