The concurrent validity of the Indiana Assessment System of Educational Proficiencies

Abstract

The Indiana Assessment System of Educational Proficiencies (IASEP) was developed in response to federal legislation requiring the participation of all students in state accountability systems, including students the most significant disabilities. IASEP is a portfolio-driven alternate assessment system, which allows for the electronic collection and storage of student performance documentation. This documentation supports ratings generated by teachers. The need for accurate, efficient alternate assessment instruments that meet the rigors of technical investigations is a priority for practitioners and researchers. This investigation examined the reliability and validity of IASEP. IASEP domains and subdomains were found to have high levels of internal consistency which support the reliability of the system. Factor analysis of IASEP's pilot data revealed an interpretable factor structure. This factor structure was correlated with an external measure, the Adaptive Behavior Scale - School Second Edition, in order to support the validity of the system. In view of the findings, IASEP is a reliable and valid instrument that can be used to effectively and efficiently document student performance and progress on an on-going basis.
