Legislation & enforcement of control rules for residential building construction at Chennai, India

Abstract

There is a great demand for housing in the city of Chennai, India; primarily due to two major factors. The first is a rapid migration of the rural population to the urban areas in search of employment opportunities; causing an additional burden to the already existing acute shortage of housing units within the city, which is the second factor. The real estate industry is a booming business in the metropolitan city. However, the development control rules are neither strong nor serious enough, and there is lack of strict enforcement by the regulatory authorities. This has been attested by the fact that there are a lot of unchecked violations, flouting of rules and standards in the construction of residential buildings at Chennai. This research endeavored to identify and analyze the reasons for such problems and how to address them from various approaches. Investigative case studies were undertaken to understand how similar regulatory and statutory systems work in some developed countries. A model template for preconstruction, during the course of construction and post construction stages is proposed. Apart from these, a few of the stakeholders of the industry were interviewed to gather inputs and practical suggestions, which are important and add value to this research. The conclusions and final recommendations are based on all these matters.
