Abstract

This article describes a Europe at the crossroads. The challenges facing the project of European integration are both internal and external. The various crises that Europe faces are symptoms of a broader and systemic crisis. The author argues that Europe’s ability to respond to global challenges depends on its ability to adopt an open-ended vision and forward-looking story line. The author identifies a number of tasks that need to be attended to on an ongoing basis so that Europe can progress as a “multipurpose community.”
