Abstract
Climate change has significantly intensified the frequency and severity of extreme weather events in Vietnam’s coastal regions, posing critical risks to vulnerable communities. In response, the Green Climate Fund (GCF), in collaboration with the United Nations Development Programme (UNDP), supported the construction of approximately 4,000 storm- and flood-resilient houses across Central Vietnam. While the technical specifications of these structures are well documented, empirical research on their long-term operational performance remains limited. This study conducts a Post-Occupancy Evaluation (POE) to assess the effectiveness, usability, and sustainability of these housing models. A mixed-methods approach was employed, combining documentary analysis, structured surveys of 150 households using a 5-point Likert scale, and semi-structured interviews with thematic coding. The evaluation framework focuses on four dimensions: structural safety, flood resilience, usability, and maintenance condition. The findings demonstrate that GCF-supported housing significantly enhances disaster resilience, with 95% of households reporting increased safety perception and approximately 80% confirming effective asset protection during flood events. Notably, the houses successfully eliminated the need for emergency evacuation during the 2020–2021 historic floods. However, a pronounced “safety–usability gap” is identified, with high safety performance (4.8/5.0) but moderate usability (3.2/5.0). Furthermore, 35% of houses in saline environments exhibit material degradation within three years, highlighting critical maintenance challenges. The study contributes empirical POE evidence, identifies socio-technical mismatches between design and daily use, and proposes a context-specific “vertical escape” resilience model. Policy recommendations emphasize adaptive design, corrosion-resistant materials, and sustainable maintenance mechanisms for scaling climate-resilient housing in Vietnam.
