Abstract

The transition towards net-zero construction is transforming not only the technologies used in the built environment but also the capabilities and working conditions of the construction workforce. While existing research has largely focused on engineering solutions for reducing carbon emissions, comparatively limited attention has been paid to the labour implications of this transition. This paper addresses this gap by examining how sustainability transitions reshape workforce competencies, labour market dynamics, and decent work conditions in the construction sector. Adopting an integrative literature review approach, the study analyses 63 academic publications and policy reports related to sustainable construction, workforce development, and green skills. Through thematic synthesis, six recurring themes were identified and further organised into three analytical dimensions: capability maturity and pedagogical transformation, systemic industry resilience and market dynamics, and inclusive justice and occupational welfare. The findings show that achieving net-zero construction requires significant transformation in workforce competencies, including sustainability knowledge, digital skills, and lifecycle-oriented project management capabilities. However, this transition is constrained by structural labour shortages, fragmented industry structures, and persistent inequalities within the construction workforce. These challenges highlight the need to align environmental policies with workforce development strategies and inclusive labour governance. By reframing net-zero construction as a workforce and governance transition rather than solely a technological challenge, the study provides a conceptual perspective for understanding how environmental transitions interact with workforce capabilities, industry structures, and labour conditions in the construction sector.
