Abstract
Enhancing quality in higher education (HE), particularly in architecture and planning (A&P) education, requires moving beyond fragmented perspectives on learning environments toward more integrated and systemic approaches. This study addresses this need by developing a conceptual framework for the quality environment in A&P education based on Total Quality Management (TQM). Drawing on a theory-building methodology, the study synthesizes literature on HE quality, TQM, and learning environments, with particular attention to the pedagogical and contextual characteristics of A&P disciplines, through a thematic analysis and iterative abstraction process. The findings identify three core dimensions-physical, academic, and social environments-and integrate them into a coherent framework structured around an input–process–output model embedded within a continuous improvement cycle. Within the context of A&P education, these dimensions reflect the interplay between studio-based learning spaces, discipline-specific academic practices, and collaborative learning cultures. The framework conceptualizes the quality environment as a dynamic system in which these dimensions interact through feedback mechanisms and stakeholder engagement, enabling ongoing quality enhancement. The study contributes theoretically by bridging previously fragmented perspectives and advancing a TQM-based systemic understanding of quality in HE, explicitly contextualized for A&P education. In practice, it provides a structured basis for aligning physical infrastructure, studio pedagogy, and academic processes with learning outcomes, supporting continuous improvement and quality assurance practices in design-oriented disciplines. While conceptual in nature, the framework offers a foundation for future empirical validation and application in A&P programs. Overall, the study demonstrates that a TQM-based integrated approach provides a coherent foundation for understanding and continuously enhancing the quality environment in A&P education.
