	<p>This presentation discusses the pros and cons of using various Automated Flagger Assistance Devices (AFADs). It reviews both AFADs using STOP/SLOW signs which are currently allowed in Indiana, and Red/Yellow signal faced AFADs that are not allowed in Indiana.</p>
<p>The presentation points out that the principle reason for developing AFADs was to enhance worker safety by enabling flagger/operators to position themselves out of harm's way while controlling work zone traffic. However, the dominant reason for buying them seems to be to save money by only using one flagger/operator.</p>
<p>Various applications using AFADs are reviewed as well as potential changes to the MUTCD regarding AFADs.</p>

	<p>Collection of right-of-way (ROW) data for curb ramps and sidewalks to determine compliance with the Americans with Disabilities Act (ADA) can be a time consuming and labor intensive effort. To further complicate this, management and interpretation of the data, once collected, is an effort itself. This presentation will provide an example of how data was collected by DLZ Indiana, LLC for the City of Mishawaka. DLZ surveyed nearly 3,000 curb ramps and 250 miles of sidewalks in 2012 using Apple iPads and various software to manage the data. This presentation will document the parameters measured for curb ramps and sidewalks, how data was input into the iPads, how data was exported for compilation of deficiencies to spreadsheets to determine costs, and how the data was directly transferable to the city's GIS system via Google Maps. The presentation will include a demonstration of how the final product can be viewed in Google Earth and the ability to utilize this platform to implement necessary corrective actions to provide accessibility.</p>

	<p>On November 18, 2009 the Federal Highway Administration (FHWA) approved the innovative contracting process of the Indiana Department of Transportation (INDOT) for alternate pavement bidding on multiple projects. This process involves only one set of plans with the choice to bid either Portland Cement Concrete Pavement (PCCP), or Hot Mix Asphalt (HMA) Pavement, or both typical pavement sections. A Present Worth (PW) cost was calculated for future maintenance costs of both pavement types using an established Life Cycle Cost Analysis (LCCA) Strategy. This PW cost was added to the respective pay items after the bids were opened, but the PW cost was only used to determine the low bidder. INDOT has actively involved the Asphalt Pavement Association of Indiana (APAI), the Indiana Chapter of the American Concrete Pavement Association (ACPA) in the development of this procedure.</p>
<p>The primary reasons INDOT implemented this innovative contracting practice for alternate pavement type bidding are:</p>
<p>1. Attract more bidders and competition.</p>
<p>2. Obtain true cost savings over similar conventional bid projects.</p>
<p>3. Provide a more competitive market, i.e. lower bid costs on paving items using this procedure versus the standard procedure where the pavement type is pre-determined.</p>
<p>In 2012 the FHWA issued a memorandum and Technical Advisory T-5040.39 providing the specific requirements that a State DOT must meet to utilize Alternate Bidding for Pavement Type Selection. INDOT continues to use the process as standard practice form most all new reconstruction and new alignment projects.</p>
