City of Franklin Mayor Joe McGuinness and City Engineer Travis Underhill, P.E., will discuss the change and the process of gaining support from decision-making bodies. This presentation will include the trials and tribulations of the education and approval process, all the way to the supportive comments after two years of program implementation.
