This paper describes the development and operation of the PICA cataloguing system. The objectives for the PICA project are given. The computer system is described together with the present on-line and off-line functions. Future planned functions of the PICA system are outlined: On-line thesaurus facilities, interlibrary lending facilities, statistics, interfacing with local library systems, acquisition administration, extended searching facilities. The suggestion is made that a standard local library system, which can be interfaced with the central PICA catalogue system, will be developed.

To Cooperate or Not to Cooperate

Cooperation on practical projects, as distinct from that on intellectual ones, poses a number of managerial and administrative problems which are not encountered in in-house projects or work contracted out to agencies. If, therefore, the project is to be successful, it is necessary to identify all these additional factors before starting and to ensure that the requirements of each will be satisfactorily met. The longer the project is likely to last, the more important it is to be sure that it is designed to cope with factors such as defection of one of the partners or the need to adapt to new technology or circumstances. Unless the balance of the various factors is substantially in favour of a successful outcome, it is wiser to seek a solution other than by a cooperative project.

Cooperation Between the Establishments of Higher Education in Lausanne

The city of Lausanne houses two Establishments of Higher Education, the University of Lausanne and the Swiss Federal Institute of Technology of Lausanne.

While the university has a broader spectrum of subjects taught, certain, notably mathematics and the exact sciences, are taught at both. The boards of governors have mandated a study of the possibility of cooperation by the two libraries. The paper presents the exact situation in Lausanne, the implications for immediate close cooperation under an orthodox system and indicates where closer cooperation could be achieved with an automated system.

Co-operation in the Provision of Services to Readers in Conurbations

Co-operation should lead to greater reader satisfaction.

Large urban areas may have more than one university and other institutions of higher education, each possessing its own library, along with public and special libraries, all lying within a fairly small geographical area.

To students and research workers ease of access to a variety of libraries in the area seems attractive and the relative usefulness of their services important.

Undergraduates should naturally expect to have most of their needs satisfied in their own institution, but graduate students and staff may often expect to use other libraries in the neighbourhood.

It is the aim of some libraries in conurbations to recognise, evaluate and meet these expectations. Examples are given of the following main areas of activity in Great Britain:

Joint records of stock as special projects or fully co-operative cataloguing.

Joint announcements of services available from a group of libraries.

Co-operative stock building designed to achieve better coverage for the whole area.

Staff co-operation and interchange.

Local inter-lending services.

Unification of administrative procedures.

The problems met in general are considered under the following main headings:

Different aims of institutions of higher education and hence of libraries.

Different views of degree of public access among libraries of all types.

Financial inability or unwillingness to join the co-operative arrangements.

Geographical difficulties (e.g. public transport or parking problems).

Impact of regional and national schemes of co-operation.

Uncertainty of academic aims of institutions.

Practical problems encountered in the Greater Manchester area are considered, the results so far achieved evaluated and comparisons drawn from other areas of urban cooperation in Great Britain. The justification for local efforts at a time of increasing mechanisation and perhaps of more efficient nationial schemes is discussed.

Conclusions involve weighing the advantage to readers of local schemes against cost in financial and "political" terms, the gains and losses to users of less independence for the members of co-operative undertakings and an assessment of how far libraries near in geographical terms are really so in terms of the movement and interests of various types of user.

Cooperation between Hungarian TU libraries has been established long ago. The services rendered, however, do not include all kinds of library activities, nor compensate each other. In order to stabilize long range cooperations, uncompensated services must be paid on a price, which assures not only reimbursement of all direct costs, but allows some premium to the librarians concerned. The Veszprém University Library supplies information services also to an extended group of various users, not only other Hungarian TU libraries. The service oriented organization, which does not include the conventional documentation and publishing activities is a special feature of the Veszprém University Library in Hungary.
