Congress and the Conduct of the Korean War

Abstract

This is a study of the role played by Congress in the execution of the Korean War, 1950-1953. It was Corwin who bluntly stated that the constitutional status accorded the Executive and Congress was a standing 1 invitation to struggle for control over foreign relations. During the period under consideration it became obvious to most observers that our representative body, the Congress, is a living symbol of not only the hesitations and cross purposes of its people but also their sense of responsibility and initiative in foreign policies.
